The EU Mobility Partnerships with the South

For two decades, the European Union (EU) has sought to conclude readmission agreements with its southern neighbours. The year 2011, marked by unprecedented political upheavals in the region, has given a second impetus to the negotiations with a new offer from the EU to its partners. This new proposal is called "Partnerships for Mobility". In spite of the significant institutional and human resources involved, the negotiations do not seem to lead to the much-awaited results.

While most of the studies carried out to understand the bogging down of negotiations between the two shores of the Mediterranean focus on the position of the EU, the point of view of the Southern countries is lacking. The objective of this study is to understand and explain the position of three key partners (Jordan, Morocco and Tunisia) and to grasp their fears and expectations, as well as the way in which they are shaping their negotiation strategy.
