Civic Space and Rule of Law in Asia

This study examines the evolving relationship between civic space and the rule of law in Asia at a time of mounting political, social, and technological pressures. Bringing together country‑specific analyses and case studies from Cambodia, Myanmar, the Philippines, Singapore, and Indonesia, the volume adopts a comparative perspective to explore how legal frameworks, governance choices, and emerging technologies shape the protection of fundamental rights in practice. The contributions address a range of interlinked themes, including the protection of environmental human rights defenders, indigenous and land rights, the shrinking space for civil society, the criminalisation of dissent, freedom of expression and media, counter‑terrorism and security legislation, digital governance and artificial intelligence, and the accountability challenges posed by long‑term development planning. Across these diverse contexts, the contributors highlight a recurring gap between formal legal guarantees and their implementation, and assess the conditions under which law functions as a tool of accountability, control, or negotiation. By combining grounded analysis with practical, context‑specific recommendations, the study aims to support informed dialogue and sustained engagement among legal professionals, policymakers, and civil society actors working to strengthen the rule of law in the region.
