The Konrad‑Adenauer‑Stiftung (KAS) South Africa, together with the New South Institute (NSI), successfully concluded its two‑day Training of Parliamentarians of the PSA Committee, held at the GIBS Business School in Johannesburg in September 2025. The programme brought together members of the Parliamentary Portfolio Committee on Public Service and Administration for a focused deep‑dive into the country’s public sector reform agenda.
Facilitated by NSI Director Dr Ivor Chipkin and former senior government officials, the workshop unpacked the Public Service Amendment Bill and broader reform frameworks, emphasising the need to professionalise the administration, strengthen institutional autonomy, and reduce political interference. Participants explored comparative global case studies and reviewed reform proposals relating to meritocracy, recruitment systems, and public administration management.
The training builds on NSI’s long‑standing research and advisory work on state capability and aligns with KAS’s strategic objective of fostering constitutional governance and effective oversight mechanisms. MPs reported that the programme enhanced their readiness to participate constructively in legislative processes and strengthened their capacity to hold the executive to account.
