On 26 and 27 June 2026, the Regional Programme “Political Dialogue West Africa” (PDWA) of the Konrad Adenauer Stiftung (KAS) organized a high-level capacity-building workshop in Monrovia for members of the honorable House of Representatives of the Republic of Liberia. Held under the theme “Enhancing Legislative Performance and Accountability in Liberia,” the workshop aimed to support the role of Parliament in strengthening democratic governance, transparency and the effectiveness of public administration.
The opening ceremony was attended by His Excellency Dr. Jakob Haselhuber, then Ambassador of the Federal Republic of Germany to Liberia, as well as Hon. Richard Nagbe Koon, Speaker of Liberia’s House of Representatives.
Over the course of two days, participants explored a range of topics essential to the effective functioning of a parliamentary institution. Sessions focused on the roles and responsibilities of parliamentarians, parliamentary oversight, the separation of powers, budget management and its impact on national development, the role of parliamentary committees in promoting accountability and transparency and the rules of procedure governing parliamentary proceedings. Particular attention was also given to citizen representation, communication with constituents and issues of ethics, integrity and leadership within public institutions.
Led by former Ghanaian parliamentarians Hon. Mensah-Bonsu and Hon. Inusah Fuseini, both recognized experts in the sub-region, together with Ivorian political scientist Dr. Botiagne Marc Essis, the workshop combined presentations, interactive exchanges and practical discussions. Participants had the opportunity to share experiences, reflect on the challenges facing the Liberian Parliament and identify ways to strengthen legislative effectiveness, institutional accountability, and oversight of government action.
To formally conclude the two-day workshop, the Speaker of the House of Representatives invited Dr. Stefanie Brinkel, Director of the Regional Programme PDWA, to address the plenary session of the Liberian Parliament and present certificates to all workshop participants.
As part of the mission, several high-level meetings were also held with representatives of Liberian institutions, the ruling party and international partners. During a meeting with the President of the Republic of Liberia, His Excellency Joseph Nyuma Boakai Sr., discussions focused on prospects for cooperation and ongoing efforts to strengthen democratic governance in the country.
Through this capacity-building workshop, KAS reaffirms its commitment to the development of democratic institutions, the strengthening of parliamentary capacities and the promotion of good governance across West Africa.
