From 22 to 24 September 2026, KAS, in partnership with the Ministry of Justice and Human Rights of Togo and with the support of Global Change Consult, organised the national launch workshop of the programme “Civic Education for Young People in Togo 2026” in Lomé. The event brought together young people from the country's five regions and Greater Lomé with the common objective of strengthening their understanding of citizenship, public institutions and democratic participation.

The opening ceremony gathered representatives of national and local authorities as well as programme partners. It featured welcoming remarks by Mr Kokou Amenyenou, Mayor of Golfe 6 Municipality, and an address by Ms Louisa Mendoza, Programme Coordinator of KAS’s Regional Programme “Political Dialogue in West Africa”. H.E. Stefan Anton Messerer, Ambassador of the Federal Republic of Germany to Togo, also addressed the participants and highlighted the importance of youth civic engagement for the consolidation of democracy and social cohesion. The programme was officially launched by Me Pacôme Yawovi Adjourouvi, Minister of Justice and Human Rights, who stressed the essential role of young people in promoting civic values, social cohesion and active citizenship.

During the first day, participants explored the concepts of citizenship, nationhood, republican values and civic duties. Discussions also focused on the organisation and functioning of the main institutions of the Togolese Republic, as well as on the mechanisms through which citizens can interact with public institutions. Through case studies and practical exercises, participants reflected on ways to exercise their rights and make their voices heard by the relevant authorities.

The second day focused on human rights, local governance and digital citizenship. Participants were introduced to the mechanisms for the protection of human rights in Togo and to the role of local authorities in managing public affairs. A simulated municipal council session enabled them to experience local decision-making processes first-hand and to better understand the responsibilities of elected officials. Discussions also addressed the challenges of information sharing in the digital sphere, the fight against disinformation and the promotion of responsible online behaviour.

The programme continued with reflections on civic leadership, community engagement and the development of initiatives that can contribute to the public good. Participants were encouraged to identify challenges within their respective communities and to consider practical ways of strengthening youth participation in civic life. A dedicated session on road safety and responsible citizenship further highlighted the importance of individual responsibility in public spaces.

The workshop concluded with an institutional visit to the National Assembly of Togo. Participants were introduced to the functioning of the parliamentary institution, its legislative role and its oversight responsibilities within the democratic system.

Through this initiative, KAS and its partners seek to contribute to strengthening democratic and civic culture among young people in Togo. By promoting a better understanding of institutions, rights and civic responsibilities, the programme aims to encourage more active youth participation in public life and in the development processes of their communities.
