“Facing the People” – Workshop for Local Elected Officials and Public Forum in Buyo (Côte d'Ivoire)

From 22 to 25 April 2026, the Konrad Adenauer Stiftung (KAS) organized the citizen engagement initiative “Face au people” [Facing the People] in Buyo, in Côte d’Ivoire’s Nawa Region. The initiative was structured around two key components: a training workshop for local elected officials, followed by a public forum open to local residents.

 

Held from 22 to 24 April, the first phase consisted of a training session for local government stakeholders on the theme: “Roles and Responsibilities of Regional and Municipal Actors in the Implementation of Decentralization, in Light of Law No. 2012-1128 of 13 December 2012 on the Organization of Local Authorities and its Implementing Decrees.” The workshop brought together local elected representatives and local government administrators for eight thematic sessions covering e.g. the legal and institutional framework of decentralization, the organization of local government bodies, financial resource mobilization, and social inclusion. This exchange enabled participants to deepen their understanding of the decentralization process while sharing good practices and discussing challenges encountered across the region.

 

The second phase, held on 25 April, took the form of a public forum bringing together the local population and elected representatives from the Nawa Region and the municipality of Buyo, including the Senator of Nawa, the Deputy Mayor of Buyo, and the Alternate Member of Parliament for Buyo. In direct exchange with local residents, these representatives presented their respective roles, responsibilities, and institutional limits in a clear and accessible manner. This helped citizens to deepen their understanding of the mandates of each institution, distinguish between their respective areas of responsibility, and identify the appropriate interlocutors for their concerns. Marked by active public participation and lively discussion, the forum strengthened civic dialogue, transparency, public accountability, and democratic participation at the local level.

 

Through this initiative, Buyo reaffirmed its commitment to participatory and inclusive local governance.
