With the support of the Konrad Adenauer Stiftung (KAS), the Alumni Network of the Regional Programme "Political Dialogue West Africa" in Togo (RA-PDWA Togo) organised the second edition of its “Génération Citoyenne” initiative in Lomé on 11 July 2026 under the theme “Youth Engagement in the Digital Age”. The semi-annual event brought together around 35 participants, including young leaders, students, alumni and committed civil society actors, to discuss the opportunities and challenges associated with using digital technologies for active citizenship and participation in public debate. At a time when digital technologies are rapidly transforming civic engagement, the initiative seeks to strengthen young people’s capacities to address contemporary challenges such as disinformation, data protection, cyberbullying and the responsible exercise of freedom of expression in digital spaces.
The opening ceremony was attended by Louisa Mendoza, KAS Programme Coordinator, who delivered remarks on behalf of the partner organisation. In her address, she highlighted the importance of equipping young people with the skills needed to participate effectively and responsibly in democratic life in the digital era. Malick Abdel Kpeleawo, Coordinator of RA-PDWA Togo, then recalled the objective of the “Génération Citoyenne” initiative, which is to foster a new generation of engaged citizens capable of contributing actively to the development of their country. The official opening was also honoured by the presence of Moïse Koulekpoto, Deputy Mayor of Golfe 2 Municipality, who encouraged participants to use digital technologies as a tool for innovation, development and civic engagement.
The programme featured three complementary presentations. The first, delivered by KAS alumnus Komlan Rémi Adegnon, focused on “Digital Technology as a Driver of Civic Engagement: Opportunities, Innovation and the Impact of Young People”. The session highlighted the potential of digital platforms to raise awareness, mobilise citizens, support advocacy campaigns and promote innovative initiatives with social impact. Discussions particularly underscored the growing role of young people in content creation and in building engaged communities around issues of public interest.
The second presentation, delivered by KAS alumnus Esso-Dong Divin Aymard Kongah, explored the theme “Freedom of Expression, Digital Censorship and the Rights of Young People in the Digital Space”. Participants examined issues related to online content regulation, digital restrictions and the protection of fundamental rights on the internet. The session also encouraged reflection on the responsibilities that accompany freedom of expression in digital environments.
The third presentation, led by KAS alumnus Kossi Edem Yovogan, focused on disinformation, cyberbullying and personal data protection. Participants gained insights into the main risks associated with the digital environment, the mechanisms through which false information spreads and practical measures for strengthening online safety. Concrete recommendations were shared to help participants build resilience against digital threats and promote responsible behaviour on digital platforms.
By the end of the event, participants had strengthened their understanding of digital issues, enhanced their awareness of disinformation and cybersecurity risks, and explored new opportunities for civic engagement through digital tools. The workshop also served as an important platform for exchange, networking and collaboration among young leaders and civil society actors.
Through this second edition of “Génération Citoyenne”, RA-PDWA Togo and KAS reaffirm their commitment to supporting an informed, responsible and engaged generation of young people who actively contribute to democratic development and active citizenship in the digital age.
