Perspectivas e desafios do novo cenário político

O ano de 2022 foi ano de eleições gerais no Brasil, como ocorre a cada quatro anos. Em 2 de Outubro, os mais de 156 milhões de eleitores - brasileiros entre 18 e 70 anos de idade - foram convocados às urnas para eleger: um Presidente, um terço do Senado Federal (27 dos 81 senadores), 513 Deputados Federais, além de 27 Governadores, Deputados Estaduais e Distritais. Partidos políticos e parlamentares mobilizaram as suas forças para formar programas competitivos e aumentarem as suas bancadas no Congresso Nacional.

A cada ano eleitoral, ocorre a chamada “janela partidária”, um prazo de 30 dias para que parlamentares possam mudar de partido sem perder o mandato. Esse período acontece seis meses antes do pleito. Durante a janela partidária de 2022, fechada no 1o de abril, 132 deputados federais mudaram de sigla, com um ganho de bancadas para o Partido Liberal (PL), Partido Progressista (PP) e Republicanos, partidos que integram a base de apoio do presidente, à época, em exercício. O vencedor claro da redistribuição do equilíbrio de poder foi o partido do Presidente Jair Bolsonaro, que ganhou 33 novos deputados - principalmente vindos do União Brasil. Este, que possuía a maior bancada da Câmara, perdeu 32 nomes e caiu para a 4ª maior posição, por conta da debandada de apoiadores de Bolsonaro. Junto ao União Brasil, o Partido Socialista Brasileiro (PSB) - que filiou Geraldo Alckmin, vice na chapa de Lula - e o Partido Trabalhista Brasileiro (PTB) - foram os partidos que mais perderam integrantes na Câmara dos Deputados, junto com o Partido da Social Democracia Brasileira (PSDB).

Esta tendência se refletiu também nas eleições de 2 de outubro. O PL reforçou a sua supremacia, com 99 deputados federais eleitos e um total de 13 senadores, representando o partido político mais forte na legislatura seguinte. O Partido dos Trabalhadores (PT), por sua vez, conquistou um total de 12 cadeiras no Senado e sua Federação Partidária conquistou 80 cadeiras na Câmara, representando a segunda maior bancada. O segundo turno das eleições majoritárias, em 30 de outubro, foi caracterizado pela polarização entre os dois principais candidatos: o, então, ex-presidente Luiz Inácio Lula da Silva (PT), e o então, presidente em exercício, Jair Bolsonaro (PL).
