Law and Innovation Economy 2026

Law and Innovation Economy brings together thirteen legal briefs produced by fellows of the Konrad-Adenauer-Stiftung for Legal Youth (KASFLY) programme, an initiative of KAS Cambodia in partnership with the Royal University of Law and Economics (RULE). The publication examines how Cambodia’s legal frameworks can respond to technological and economic change across four areas: digital services; criminal procedures in the context of cybercrime; digital and green finance; and artificial intelligence and data. Covering issues from platform workers’ protection and electronic contracts to carbon credit trading, AI training, and data privacy, the contributions offer comparative insights and practical recommendations to support innovation, protect rights, and strengthen accountability.
