E-Government – Digital Transformation and Reform

With the world becoming increasingly impacted by information technologies, digitalization and e-government have become pressing concerns. As early as 2011, the United Nations warned of the widening digital divide worldwide and its consequences for human development. To address these issues in Lebanon, the Konrad-Adenauer-Stiftung Lebanon Office (KAS) and the Lebanese Forces Party (LF) organized a workshop on the topic of "E-Government - Digital Transformations and Reform" at the headquarters of the Lebanese Forces Party in Ma'arab on March 4, 2023.

The workshop brought together representatives from local politics, specialists from science and business, as well as members of the Strong Republic bloc. Dr. George Tsereteli, former Georgian Minister of Health, was also present.

During the workshop, the participants addressed pressing questions of E-government in Lebanon, including the legal frameworks and constitutional amendments needed, the practical application of digitalization, the benefits for the health sector and electronic voting, as well as the challenges related to cybersecurity and digital infrastructure. The session fostered a fruitful discussion and a better understanding of the prospects and challenges of E-government among the participants.

After the discussion session, a total of 20 recommendations were developed to mobilize reform, digital transformations and good governance in order to prepare Lebanon to tackle the challenges posed by the digital era.
