Lebanon and the Challenges of Political Reforms: Towards a Comprehensive Perspective

Lebanon faces structural challenges in its political system, sectoral concerns relating to financial, economic, and social changes as well as a divided national collective memory. To solve these issues, an integrated strategy is required, which includes an analysis of core causes as well as specialized scientific discussions to suggest public policy options for reconsidering and reviewing the collective memory, executing the Constitution, and managing plurality.

The Konrad-Adeanuer-Stiftung (KAS) and The Civic Influence Hub (CIH) jointly organized two open interactive discussions in a roundtable format that took place at the CIH office. The aim of these discussions was to develop a reform vision for governance in Lebanon, taking into consideration the complexities of the internal political situation, as well as the regional and international geopolitical frame and its repercussions on the country.

In the first session held on October 24, 2022, experts discussed the topic “Dealing with the Past, Conflicting Collective Memories, and the Challenge of State Building.” The session aimed to address the challenges of dealing with the past in Lebanon, including the role of conflicting collective memories in shaping the country's political landscape, and the difficulties of state-building in the context of these memories.

On November 15, 2022, the second session brought together experts for a discussion on the theme “Towards Citizenship and a Civic State - Lebanon's Choices and Challenges.” The session discussed the concept of citizenship and its various aspects, as well as the challenges that impede its implementation, particularly in terms of sectarianism and discrimination, both in the Lebanese Constitution and in practice. The session also explored the difficulties in achieving a comprehensive and inclusive citizenship, such as issues related to identity, diversity, and social cohesion, as well as the role of institutions and the legal system in promoting and supporting citizenship and a civic state.

The discussions were successful in bringing together experts to develop a reform vision for governance in Lebanon. After each session of the roundtable discussion, a position paper was presented that outlined the challenges and risks facing public policies, along with recommendations on the mechanism of implementation.
