This book represents an attempt to map out some of the pertinent factors and variables that are likely to shape the future development landscapes of the state. Except for one, the various chapters are revisions of the papers presented at the roundtable of the same title held on 5-7 October 1999. The above roundtable was jointly organised by the State Government of Sabah and the Institute for Development Studies (Sabah).

The paper on the Second State Agricultural Policy (SAP2) was presentated at the Seminar on Repositioning the Agriculture Sector in Sabah for the Next Millennium that was organised by the Ministry of Agriculture Development and Food Industry and Institute for Development Studies (Sabah) on 11 November 1999.
