The convening of APA is based on the rationale that community building in ASEAN must include all sectors of society. ASEAN must be made relevant to the ordinary citizen of each of the member states, as it has become relevant to many members of the elite communities, if a genuine Southeast Asian Community is to be built. The theme of the Assembly thus is "Towards a People-Centered Development in the ASEAN Coummunity".
