Building on 50 years of Diplomatic Relations

As Viet Nam and Germany celebrate 50 years of diplomatic relations, an important question remains unanswered: why has Germany not yet established a Comprehensive Strategic Partnership with Viet Nam, while the United Kingdom, France, and the European Union have already upgraded their relations with Hanoi?
