The amended Penal Code which was approved at the 10th session of the 13th National Assembly will be enforced on July 1 2016. Comprising 26 chapters with 426 articles the Penal Code 2015 carries important changes relating to human rights such as limitation of scope of capital punishment, increase of non-custodial punishment and new regulations on juvenile crimes. In the spirit of respecting and ensuring full enforcement of human rights as well as citizens’ basic rights three new charges are added including the crimes of infringing upon citizens’ voting rights in referendums held by the State; altering referendum results; and infringing upon the right to freedom of speech, the right to freedom of the press, and citizens’ rights to demonstration.
To ensure that the Penal Code is well implemented throughout the country the Ministry of Justice’s Department of Criminal and Administrative Legislation, which managed the group of drafting the amended Penal Code, organizes this training workshop to introduce the supplement and amendments to staff working at local justice departments, inspectorates, and courts. The event is under KAS’ sponsorship.
