Proposal concept:  

As India is developing economically as well as technologically at a faster rate, it has created a unique place of its own on the world stage. Every country around the globe is now considering India one of the superpowers in the near future. Material prosperity has given the people of India a strong sense of self-confidence. Social media has provided a conduit to show their confidence and opine their views about the world. Pew Research conducted a survey about how Indians see themselves in the world. A few questions were being asked to the people of India what they think of countries such as America.

This study aims at finding out what people of India think about Europe in general and Germany in particular.

Scope:

The study has to address India- German/European relations in the terms of current state and challenges ahead. The dimensions to be addressed are:

Sources of mutual information

Cross border associations

The self-image and the image of Germany/Europe

The relationship with Germany/ Europe: Economic, security, political and cooperation on multilateral platforms

Evaluation of mutual relations

Problems perception

Desirable fields of cooperation

Mutual perception of Germany’s/ Europe’s politics

Assessments of international issues

The Impact of History

Methodology:

This study has to be based on historical facts, research and should be done at an all India level. The methodology should primarily include survey of minimum 5,000 respondents as also post-research stake holders’ meetings as well as peer reviews.

Time line:

The study has to be completed within 15 months of signing of contract.

Submission Procedures:

The Applications should be as per the following before the closing date:

Both Financial and Technical proposals should be submitted separately

KAS reserves the right to waive irregularities and to reject any or all bids. 

KAS also reserves the right to negotiate with the selected bidder in the event that the price exceeds available funds.

KAS may consider informal any Proposal not prepared and/or not submitted in accordance with the provisions hereof and may waive any informalities or reject any and all Proposals.  Any Proposal may be withdrawn prior to the above scheduled time for the opening of Proposals or authorized postponement thereof.

Responses to this Request for Proposals are required to be submitted on or before the due date.

Delayed submissions shall be rejected  

Incomplete and delayed submission of the proposal application forms are liable to be rejected. No further correspondence will be entertained from rejected applicants.

Opening, Evaluation, and Agreement:

The proposal may be opened by KAS at any time after the submission deadline.  All proposals satisfying the requirements of this RFP will be evaluated to establish which of the applicant(s) best fulfils the needs of KAS.

KAS anticipates entering into an agreement with an agency to execute the proposed work.

This RFP does not commit KAS to award a grant/contract or to pay any costs incurred in the preparation of a Proposal for the goods and/or services offered. 

KAS reserves the right to accept or reject any or all proposals received as a result of this request, negotiate with all qualified applicant(s), or cancel this RFP, if it is in the best interests KAS to do so. The decision of KAS shall be final.

Only shortlisted agency/agencies shall be contacted.

Selection will be based on evaluation criteria.
