The 7th annual international humanitarian law conference will address the very complex and increasingly significant topic of the relationship between international humanitarian law, on one hand, and law enforcement, on the other.

Because of the changing nature of combat and the exceptional tendency of international humanitarian law to dominate other areas of law expansionist tendencies of IHL, it is crucial at this juncture to hold an academic debate over the blurring of boundaries between the regulation of armed conflict and other forms of organized violence.
