How the election in the Kingdom of Cambodia prepares the country for a new role in the region

Same same but different?

On 23 July 2023, the Cambodian people cast their votes in the national parliamentary elections. With 120 of 125 seats in the national parliament, the Cambodian People's Party (CPP) is once again the strongest ruling party. At first glance, this result is unsurprising, as it continues the pattern from the last election in 2018. However, a closer look reveals that the preconditions for this year's election, as well as its consequences for the years to come, outline a new political landscape in Cambodia. The consequences for the region are significant.

Update on German-Cambodian relations?

Did the German president's visit achieve the goal of his trip - to reduce one-sided dependencies and strengthen Germany's relationships in the region?

The first ever visit of the German Federal President, Frank-Walter Steinmeier, provides a good incentive for German-Cambodian relations. Building on the intensified relations during the Cambodia´s chairmanship of ASEAN in 2022, in midst of the reforming world order and the resulting insecurities, this visit creates the opportunity to redefine the partnership between the two countries. From an international, regional and domestic perspective, this could mean significant changes within the forthcoming years. In October 2023, Germany and Cambodia will look back on 30 years of diplomatic relations - the high-level visit this year provides an opportunity to take a closer look at relations between the two countries.

Nach fünf Jahren voller Rückschläge für die Demokratie in Kambodscha wurden die diesjährigen Kommunalwahlen mit Spannung erwartet. Schließlich ging es nicht nur um die Anzahl gewonnener Gemeinderäte auf kommunaler Ebene, sondern um die Frage, ob sich eine neue Opposition etablieren kann. Die Ergebnisse der Kommunalwahl nähren eine leise Hoffnung auf mehr Pluralität in der im nächsten Jahr zu wählenden Nationalversammlung.

Das nationale Internet-Gateway

Ein Weg zur Internet-Zensur in Kambodscha?

Die Ankündigung der Einführung des National Internet Gateway im Februar 2021, um die Internetsicherheit zu verbessern, hat für breite nationale und internationale Aufregung gesorgt. Die Kritik lautet, das NIG könnte die Meinungsfreiheit in Kambodscha gefährden. Ohnehin wird dem Land im von Freedom House veröffentlichten „Freedom on the Net Index 2021“ kein guter Zustand im Bereich Internetfreiheit zugeschrieben – mit einer Punktzahl von 43 von 100 in den Kategorien Zugangshindernisse, Inhaltsbeschränkungen und Verletzungen der Nutzerrechte gilt das Land nur als teilweise frei. Das vorgesehene Gesetz zur Einführung des NIG könnte die Situation noch weiter verschlechtern. Das NIG wird es Regierungsbehörden ermöglichen, die Online-Aktivitäten der Nutzerinnen und Nutzer nachzuverfolgen und die Browserdaten von Nutzerinnen und Nutzern für mindestens ein Jahr zu speichern. Überraschend ist, dass das NIG zwar am 16. Februar 2022 in Kraft treten sollte, vorerst aber auf Eis gelegt wurde. Nach Monaten des Aufruhrs, und schließlich einer Absage der Pläne stellen sich nun mehrere Fragen: Warum wurde die Einführung des NIG plötzlich ausgesetzt? Ist eine Implementierung noch denkbar, oder hat sich die Regierung von der starken Kritik beeinflussen lassen? Stellt das NIG eine ernsthafte Gefahr für die in der kambodschanischen Verfassung verankerte Meinungsfreiheit dar?

What is Consumer Protection? Who are consumers? Are consumers entitled to rights protected by law? Why is consumer protection important? What are the related topics concerning consumer protection? Cambodia adopted the Consumer Protection Law in late 2019 yet the Consumer protection knowledge is still very limited among Cambodians (Report on ASEAN Consumer Empowerment Index, 2020). The #LawTalk Publication titled “Law in the Digital Age: Protection of Consumer Rights” is among the very few publishing works about consumer protection in Cambodia. It is a special compilation of academic perspectives on various issues concerning consumer protection law and policy in Cambodia and beyond. The book is now available for interested readers to pick up at the KAS office and browse via KAS official website.
