Law Brief 2025: Bits, Bytes & Bills

by Bunny Sereivathna, Paul Mornet
Law Brief is a compilation of legal articles produced by KAS For Legal Youth (KASFLY) fellows in the program. As a key learning output, KASFLY fellows are required to author a law brief article. These articles focus on issues of interest of the fellows on debating recent trends, challenges, and issues in the "Digital Law" theme that may provoke key development and threaten the justice system at large.

This marks the second time KASFLY has focused on Digital Law, highlighting its continued importance and our commitment to uncovering unaddressed topics. This focus also aligns with the Pentagon Strategy and the Cambodia Digital Government Policy 2022-2035. The papers aim to contribute valuable insights to lawmakers, particularly concerning current draft legislation.

This edition features 16 articles across five sections, including two contributions from KASFLY alumni. The sections are 1) Data Protection Law, 2) Intellectual Property, 3) Digital Markets, 4) Cybercrime, and 5) Artificial Intelligence (AI).

We hope you find this an enlightening and thought-provoking read.
