Innovation is reshaping how people work, conduct business, exchange information, and access services. In Cambodia, the growth of digital platforms, financial technologies, and artificial intelligence presents new opportunities for economic and social development. Emerging markets such as carbon credit trading also highlight the role of innovation in supporting sustainability. These developments raise questions about how legal frameworks can provide clarity, fairness, and protection as economic activities evolve.
The theme Law and Innovation Economy explores the relationship between this transformation and the laws that govern it. Protecting platform workers, ensuring fair digital contracts, responding to cybercrime, and safeguarding personal data require legal approaches that reflect new technologies and business practices. At the same time, regulation must create the confidence and certainty needed for responsible entrepreneurship, investment, and innovation.
In response to the developments and challenges described above, we present the 2026 Law Brief publication. Through focused research and comparative legal analysis, KASFLY fellows examine emerging challenges and propose responses adapted to Cambodia’s context. The publication invites dialogue among policymakers, legal practitioners, businesses, researchers, and the public on building a legal environment in which innovation, justice, and sustainable development can advance together.
