A long way to a new parliament

The long awaited parliamentary elections in Lebanon will take place in the upcoming months of 2017.The legislative period of the last parliament, elected in 2009, has already passed its regulatory mandate of four years in 2013. Yet, in consideration of the current events in the region and the resulting safety issues, the parliament independently extended its legislative period two times in 2013 and 2014 through a formal juridical revision. The official end of the parliamentary mandate is set for the 20th of June 2017.

Ein langer Weg zu einem neuen Parlament

Im Jahr 2017 stehen im Libanon die Parlamentswahlen bevor. Die Legislaturperiode des 2009 zuletzt gewählten Parlaments der libanesischen Republik ist nach seiner regulären vierjährigen Amtszeit bereits im Jahr 2013 abgelaufen. Mit Verweis auf die angespannte Sicherheitslage verlängerte das Parlament jedoch seine Legislaturperiode 2013 und 2014 selbst durch eine Gesetzesänderung. Das Mandat des Parlaments endet nun endgültig am 20. Juni 2017. Aufgrund des Ramadan sind die Wahlen für Mai 2017 angesetzt. Der Weg zu neuen Parlamentswahlen im Libanon ist jedoch von vielen Schwierigkeiten geprägt.

Am 31. Oktober 2016 wurde der umstrittene General Michel Aoun zum 13. Präsidenten der Libanesischen Republik gewählt. Fast zweieinhalb Jahre war das Land ohne Staatspräsident. Obgleich viele Libanesen weiterhin skeptisch sind und nicht daran glauben, dass sich die gegenwärtigen Probleme durch die erfolgreiche Wahl verbessern werden, setzt diese einen wichtigen Impuls. Trotz der sich abzeichnenden schwierigen Regierungsbildung dürfte die Wahl maßgeblich zur Stabilität der derzeit dysfunktionalen Verfassungsorgane und damit zur Stabilität des Landes beitragen.

Seit mittlerweile zwei Jahren ist der Libanon ohne Präsident. 42 Wahlversuche scheiterten am mangelnden Konsens der Parlamentsparteien. Die Parlamentswahlen wurden zum Ärger Vieler um vier Jahre nach hinten verschoben. Diese politische Pattsituation, kombiniert mit den destabilisierenden Auswirkungen des Syrien-Konflikts, legt eine eher pessimistische Analyse der politischen, wirtschaftlichen und sozialen Situation des Libanon nahe. Jedoch kommt seit einigen Monaten wieder Bewegung in die libanesische Politiklandschaft.
