Strengthening Legal Expertise for Effective Governance

Ministry of Justice and Labour Relations Hosts High-Level Training Workshop with Konrad Adenauer Stiftung Support

With the support of the Konrad Adenauer Stiftung, the Ministry of Justice and Labour Relations will host a five-day, high-level, interactive, and practice-oriented in-house training workshop from 18 to 22 May 2026. The workshop will be facilitated by a legal expert with a background in constitutional law and will bring together 14 legislative drafters and 6 researchers from the Legislative Drafting and Law Reform, Policy, and Legislation Directorates. The training is designed to strengthen participants’ knowledge and practical skills in key areas, including administrative law, constitutional law, statutory and constitutional interpretation, and legal writing. Through a hands-on and collaborative approach, the workshop aims to enhance the quality and effectiveness of legislative processes within the Ministry. This initiative forms part of a broader series of interventions aimed at reinforcing the rule of law in Namibia. By building internal capacity and promoting sustainable management and operational practices, the programme contributes to improving service delivery to the public and strengthening engagement with key stakeholders over the long term.

From 8 to 22 May, the Ministry of Justice and Labour Relations, in partnership with the Konrad-Adenauer-Stiftung (KAS) Namibia-Angola Office, successfully hosted a comprehensive Legislative Drafting Training Workshop. The five-day programme brought together legal practitioners, legislative drafters, and public sector officials to strengthen technical capacity in the formulation and interpretation of laws that guide national governance.

The workshop focused on key areas of legislative practice, including constitutional law, statutory interpretation, administrative justice, and delegated legislation. Participants engaged in practical sessions, case studies, and interactive discussions designed to deepen their understanding of how laws are developed, interpreted, and implemented within a democratic framework.

Throughout the training, emphasis was placed on the critical role of strong legislative systems in safeguarding democracy, promoting accountability, and ensuring responsive and effective governance. Facilitators highlighted the importance of clarity in legal drafting to avoid ambiguity and strengthen the enforcement of laws that directly impact citizens.

The programme also encouraged collaboration and knowledge-sharing among participants, fostering a network of professionals committed to improving legislative standards in Namibia. By enhancing drafting skills and legal reasoning, the workshop contributed to building institutional capacity within government structures.

Ultimately, the training reinforced the shared commitment of the Ministry of Justice and Labour Relations and KAS Namibia-Angola Office to advancing transparent governance, strengthening the rule of law, and protecting democratic values and freedoms for all citizens.
