For this Manila Calling, the discussion centers on the renewed call to abolish the Sangguniang Kabataan (SK), citing common problems such as low attendance at meetings, SK officials stepping down or becoming inactive, and cases where youth councils are unable to function effectively. Recently, there have also been concerns about misuse of funds and lack of accountability in some localities, raising doubts about whether the SK is still serving its purpose.
However, not all share the same view, with supporters of the SK highlighting that the problem could emanate from the environment in which the youth officials thrive. Despite the reform, many point out that officials are not given enough training, support, or opportunities to succeed. At the same time, many SKs across the country are doing good work. They have led community programs, engaged their peers, and shown that young people can lead responsibly when given the chance.
A real dilemma is presented to us: should the SK be removed because of its weaknesses, or should it be improved to better serve the youth and the community?
