On December 2, 2025, the Ukrainian Center for European Policy will present the results of research on the readiness of Ukraine’s agricultural sector to implement the EU’s climate and environmental policy requirements, as well as the compliance of biofuels with sustainability criteria. The findings will support a more effective substantiation of Ukraine’s position in accession negotiations with the EU in the areas of agriculture, environmental protection, and climate. More forward or wait? Is Ukraine’s agricultural sector ready for the European Green Deal (EGD) and Common Agricultural Policy (CAP)?

Ukraine is currently facing two defining challenges – achieving victory in the genocidal war unleashed by Russia and advancing integration into the European Union, which requires harmonizing national policies with EU standards, particularly in the fields of environment and climate. In this context, the European Green Deal (EGD) – the EU’s strategy aimed at achieving climate neutrality by 2050 – is of particular relevance as one of the key guiding frameworks for the country’s post-war recovery. Moreover, the Government of Ukraine views the EGD as a foundation for implementing joint reconstruction projects with the EU already today.

The main focus of the event will be the presentation of consolidated positions from more than 500 small and medium-sized farmers regarding their readiness to implement the requirements of the EU’s climate and environmental policies, which may provide additional justification for Ukraine’s negotiation position. In addition, specific recommendations will be presented on establishing a procedure for verifying compliance with sustainability criteria for liquid biofuels (biocomponents) and biogas intended for use in the transport sector.

Government officials from the relevant ministries, experts, and representatives of business associations of agricultural producers and the fuel sector will take part in the discussion.

The event is organized by the NGO “Ukrainian Center for European Policy” (UCEP), the Center for Environmental Initiatives “Ecoaction,” and the Reanimation Package of Reforms Coalition (RPR Coalition) with the support of the Konrad Adenauer Foundation in Ukraine, in cooperation with the Subcommittee on the Approximation of Ukrainian Legislation to EU Law of the Verkhovna Rada Committee on Ukraine’s Integration into the EU.
