The KAS RLPSEE in cooperation with the Romanian Ministry of Justice is organizing in Bucharest from 22nd to 23rd of November a international conference aiming at exchanging best practices and improving the cooperation between South East European (SEE) countries in the field of assets trafficking, forfeiture and recovery.

The conference will be attended by representatives of each of the partner member states at the level of agencies and bodies specialized on assets trafficking, forfeiture and recovery, approx. 25 persons.

Target group:

The judges, prosecutors and specialised personnel from the institutions with attributions in the field of asset recovery at national level such as: the General Directorate of the Romanian Police, the Romanian National Office for Prevention and Control of Money Laundering, the Romanian Ministry of Justice, the Romanian Financial Guard, the Directorate for the Investigation of Organised Crime and Terrorism DIOCT, the Romanian Public Ministry, etc.

The target group also includes the representatives of the institutions with attributions in the field of asset recovery at the level of partner countries (namely Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Moldova, Montenegro, Serbia and Kosovo

The Conference aims at:

- identifying common challenges in exchanging information (banking accounts and transfers, assets tracking and recovery), in obtaining and transmitting admissible evidences, faced both at national and regional level by the bodies and agencies specialized on assets tracing, forfeiture and recovery. Use of financial intelligence in tracking assets from criminal activities such as: high level corruption, organized crime, money laundering and terrorism financing will also be considered;

-finding solutions to improve national and regional cooperation and coordination in tracking, forfeiture and recovery in South East European countries, bringing existing national mechanisms into compliance with EU acquis, standards and best practices;

- addressing the need to establish a regional network of specialized agencies for better regional cooperation, providing coherence, coordination and even complementariness, where possible;

-identifying the best ways for regional and international cooperation in this area.

During the conference, the participants will present the main issues they are facing when dealing with asset tracking and recovery cases, lessons learnt and best practices at national and regional level.

The participants to the conference will identify the horizontal gaps and needs the specialized agencies in the field of asset recovery are facing with. Furthermore, the practical ways to establish a regional network of specialized agencies aiming at providing coherence, coordination and even complementariness at regional level in the field of asset recovery will also be tackled during the conference.

As a result of this project, the efficiency and effectiveness of the specialised agencies and bodies in the field of asset recovery will be evaluated; the regional gaps and the needs of specialized agencies in the above mentioned field will be identified, thus enhancing the coordination with the existing law enforcement operative bodies and networks. Moreover, ways to establish a regional network of specialised agencies will be sought in order to further strengthen the cooperation between South East European (SEE) countries.
