Quo vadis, Arctic Security?

Once a region thought to be insulated from global geopolitical tensions (“Arctic exceptionalism”), the Arctic has now become a strategic theatre of intensified Great Power rivalry due to changed climatic and political circumstances. Furthermore, since long-standing US strategic interest in Greenland culminated in President Trump’s threats to annex the island for national security reasons, Arctic security has been catapulted into the global spotlight and to the forefront of the EU agenda. As the EU grapples with the rupture in the rules-based international order laid bare by the crisis, there is consensus on the need to redefine its Arctic posture and step up its investment in comprehensive Arctic security. Against this backdrop, the Konrad-Adenauer-Foundation’s Europe Office is delighted to host the expert briefing “Quo vadis, Arctic Security?” to provide a forum for in-depth discussion of these timely questions. Leading Arctic experts Andreas Østhagen, PhD, Research Director, Fridtjof Nansen Institute, Andreas Raspotnik, PhD, Director, High North Center for Business and Governance, and Karen van Loon, Research Fellow, Clingendael Institute and Associate Fellow, Egmont Institute, will map the distinct security threats across different parts of the Arctic and shed light on the underlying dynamics of the region’s evolving security landscape.
Moldova’s EU integration
An analysis through the lens of the Eastern Partnership Index
Hosted by the Europe Office of the Konrad Adenauer Foundation, this event will use the Eastern Partnership Civil Society Index 2025, together with the 2021 and 2023 editions, to unpack Moldova’s EU integration trajectory and its implications for the EU’s enlargement and neighbourhood policies. How does Moldova’s performance in the EaP Index reflect its progress in political association, economic integration and rule-of-law reforms? What role do civil society, independent media and public administration reform play in monitoring, advancing and sustaining the country’s EU integration agenda? And what lessons can be drawn from Moldova’s experience for the EU’s engagement with other Eastern Partnership countries? These and other timely questions will be addressed during our index presentation and roundtable discussion “Moldova’s EU integration: an analysis through the lens of the Eastern Partnership Index”. For the presentation of the index findings, we are pleased to welcome Alexandra Sabou, Advocacy and EaP Index Manager at the Eastern Partnership Civil Society Forum. For the subsequent panel reflection, we will furthermore be joined by H.E. Daniela Morari, Ambassador of the Republic of Moldova to the EU, and Allan Jones, Head of Unit C.2 (“Moldova”) at DG ENEST. The discussion will be moderated by Alexandra Sabou and will be held under Chatham House Rules.
Getting Ukraine ready for the European Union
How public administration reform and institutional mainstreaming can drive Ukraine’s EU Accession
The Konrad-Adenauer-Stiftung, in cooperation with the Ukrainian Centre for European Policy (UCEP), is pleased to invite you to a closed-door study presentation and panel discussion entitled “Getting Ukraine Ready for the European Union: How Public Administration Reform and Institutional Mainstreaming Can Drive Ukraine’s EU Accession.” The event will take place on Tuesday, 27th January 2026, from 10:00 to 13:00h at the Europe Office of the Konrad-Adenauer-Stiftung (Avenue de l’Yser 11, 1040 Brussels). A networking lunch will follow the discussion. The event will centre on the findings of a study conducted by UCEP at the initiative of the KAS Kyiv Office. The study assesses progress made to date and remaining challenges in Ukraine’s public administration reform in the context of the EU accession process, with a particular focus on how EU accession instruments can be leveraged to strengthen the institutional capacity of public administration. The study findings will be presented by Liubov Akulenko, Executive Director of UCEP, and Viktoria Melnyk, Head of International Relations and European Integration at the Centre of Policy and Legal Reforms. The subsequent panel discussion will feature reflections from H.E. Vsevolod Chentsov, Ambassador of Ukraine to the European Union, Wolfgang Nozar, Head of Unit “Governance, Rule of Law, Financial Assistance”, DG ENEST (tbc), and Andriy Zayats, Head of the Council of Europe’s Liaison to the EU, Ambassador.

Published in November 2025, the Digital Omnibus is the first major step toward bringing more clarity, consistency, and simplicity – yet can it keep this promise in view of the EU’s growing focus on digital sovereignty? 30 in 2030? – Montenegro’s EU accession in sight: current state of play and the way forward
High-Level Lunch with Minister of European Affairs of Montenegro Maida Gorčević
2025 has shown that enlargement is back on the EU agenda, with several candidate countries accelerating reforms and the EU Commission matching their efforts with renewed vigor. Montenegro has long been the frontrunner among the aspirants, having opened all negotiation chapters. During the Intergovernmental Conference (IGC) on 16th December 2025, the country is expected to provisionally close a further five chapters, raising the total to 12. Thus, the country is well on the way to meet the government’s target of closing all remaining chapters by 2026 and joining the EU by 2028. In parallel, the discussion has become increasingly entangled with questions of EU internal reform and the demand for safeguards preventing negative effects on the EU in case of backsliding of new member states. We will discuss these and other related issues during a seated lunch jointly organized with the German Institute for International and Security Affairs (SWP) at the Europe Office of the Konrad-Adenauer-Stiftung (Avenue de l’Yser 11, 1040 Brussels) on Tuesday, 16th December 2025, 13:00 – 15:00h.

Yet despite these efforts, the digital rulebook remains fragmented and incoherent. The goal is clear: Europe must become sovereign, secure and competitive in the digital sphere. Hosting a high-level panel, we would like to take stock of 2025 as a year of a shift towards simplification in EU policy. Are these efforts enough to meet the challenge of making Europe’s digital policy competition – and innovation friendly?
