We will present international speakers from Germany, Austria, India, Singapore, Korea, Indonesia, Laos, Cambodia and the Philippines, all being either experienced Judges or Professors of Law, teaching on the subjects above.

The Konrad-Adenauer-Foundation continues its strong engagement in the Legal and Judicial reform process in Cambodia. Together with our partners the Senate of Cambodia Dr. Jörg Menzel, CIM, and the Konrad-Adenauer-Foundation’s Rule of Law program in Singapore, we will be hosting an international conference on 19 – 20 November 2009 to analyze Judicial Ethics and the organization of the Judiciary.

Judges often have to deal with several internal and external pressures while delivering their decisions. These pressures determine the extent of judicial independence that is predominant in a state. Examples of internal pressures are salaries, loyalty to the executive branch, and shortage of lawyers as well as restrictions of the Bar. Important external aspects are the appointment and promotion of judges, judicial tenure and removal, a lack of laws and procedure codes as well as conflict of laws. Further, judicial decision-making depends on the self-conception of judges, which is in some countries determined by law. Additionally, on the national and international level, codes of judicial conduct and their implementation have a certain impact on judicial decision-making. The extent of influence shall be discussed here just as changes to be made.
