Workshop Series on Civic Education to Strengthen the Democratic Youth Network

The recent general election in Thailand had a larger number of voters. According to observation of the media, poll-watchers and experts, there was significant political excitement and participation among the youth that showed in both direct and indirect ways. A large number of young citizens in schools and universities exercised their rights to vote or voiced their opinions enthusiastically. To sustain and strengthen their democratic citizenship, the Secretariat of the National Assembly (SNA) as a government organization is therefore responsible for providing civic education to the youth on the principle of the parliamentary and participatory democracy with the King as Head of State.

Enhancing Knowledge in the Electronic Administrative Court System

The Use of e-Admincourt for Relevant State Officials Batch 1 & 2

This project aims to assist and facilitate the officials of state agencies and local administration organisations as well as all relevant officials in using e-Admincourt system to file a case with the Administrative Court or to submit related documents. E-Admincourt contributes to not only speedy and transparent judicial proceedings, but also saving the parties’ time and money to be spent on submitting physical documents and travelling to the Court in person.

Bringing about Socio-economic Development on the Principles of Regulatory Policy and Sustainability

Thailand is developing the potential of its capital and other major cities to become smart innovation hubs. After the covid-19 pandemic, the government and the local administration intended to turn Bangkok into the city of innovative investment and regional air travel hub. This will attract innovation-based entrepreneurs to Thailand and stimulate strategic partnerships from around the world. However, to generate such city, innovation has to come with creativity and sustainability so that the implemented policies can benefit the citizens thoroughly and difficulties can be handled in an effective manner. These challenges are crucial for the country aiming for social and economic prosperity as a whole.

Approaching a Model and Direction of Decentralization for Governor Elections in a Transitional Era

A Workshop Series to Promote Democracy and Decentralization in Thailand

Thailand has over 7,000 local government organizations established in various forms and levels, e.g. provincial administrative organizations, sub-district administrative organizations, municipalities, or even special autonomous cities like Bangkok and Pattaya. In details, however, the structure and the actual administrative process are not quite correlate. The Chief Executives and Council Members of local government organizations come directly from the local elections, but they are still overseen by civil servants who are assigned by the central government as governors of provinces. The budget approval, inspection of the overall administration, and even dismissal of the local government chiefs are authorized by the governors. As a result, it has gradually raised questions and awareness on improvement of Thailand’s decentralization since, in fact, there are many organic laws in the sections both on state policy and local administration, stipulating that the provinces are ready to be entirely administered by local governments.

In this project, the Office of the Administrative Courts of Thailand (OAC) will facilitate all relevant officials in using e-Admincourt system to file a case with the Administrative Court or to submit related documents. E-Admincourt contributes to not only speedy and transparent judicial proceedings, but also saving the parties’ time and money to be spent on submitting physical documents and travelling to the Court in person.

Social Protection for the Vulnerable Population in Northeastern Thailand

A Focus Group Discussion for Civil Society and Public Service Perspectives – Group 3

Social protection can be an important approach to ensure basic quality of life of the poor and vulnerable population and improve equity in society. College of Local Administration of Khon Kaen University will organise a focus group discussion to share information that had been gathered from the previous projects with village volunteers, who served as crucial links between government programmes and the vulnerable people in need of government assistance and services. The exchange of perspectives during the discussion will add a valuable insight to an understanding of social protection of the vulnerable people in the Northeast of Thailand. As well, the information and opinions from the three key stakeholders in the social protection arena: the vulnerable people (service receivers), government officials (service providers), and village volunteers (links), will offer potential areas of policy improvement and new interventions for social protection and also collaboration for inclusive growth.

Navigating the Nexus

European and Southeast Asian Views on Current Geopolitical Shifts amid Great Power Rivalries

The Konrad-Adenauer-Stiftung (KAS) Office Thailand, in cooperation with the Faculty of Political Science and Public Administration at Chiang Mai University, hosted a roundtable discussion titled "Navigating the Nexus: European and Southeast Asian Views on Current Geopolitical Shifts amid Great Power Rivalries." This event took place at the Faculty of Political Science and Public Administration, Chiang Mai University, on August 7, 2024. The roundtable explored the relationship between the EU and the Mekong Subregion across multiple dimensions. The Mekong Subregion in Southeast Asia has emerged as a significant focal point in global geopolitics, heavily influenced by international political dynamics and major power rivalries. As strategic interests in the region have intensified, the EU has navigated this complex landscape, balancing economic competition with cooperation to enhance its presence in Southeast Asia and its subregions. The discussion addressed three critical questions that shaped the EU's engagement in the Mekong Subregion and Southeast Asia's response to the increasing interest. These key topics included 1) strategic partnerships and opportunities for cooperation, 2) trade cooperation and economic security, and 3) future scenarios with policy recommendations. The dialogue featured perspectives from both Thailand and the EU, encompassing views from government, community-based organizations, and academia.

The Konrad-Adenauer-Stiftung (KAS) Office Thailand in cooperation with the German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) and the Asian Governance Foundation hosted a roundtable discussion titled "Strengthening Economic Security: European and Southeast Asian Perspectives on Navigating the New Normal in Global Supply Chains" on March 27. The event provided insights on the evolving landscape of global supply chains and explored strategies for resilience and adaptation in the face of increasing pressures.

Steering the Course of Digitalization

A Thai-German Exchange on Chances & Challenges of Digital Economy

Konrad-Adenauer-Stiftung (KAS) Office Thailand in cooperation with the German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) and the Asian Governance Foundation (AGF) co-hosted a roundtable discussion titled “Steering the Course of Digitalization: A Thai-German Exchange on Chances and Challenges of Digital Economy” on 15 February 2024. The event informed about the current state of affairs, pressing challenges to overcome, as well as opportunities for future development and cooperation with respect to digitalization in both countries.

Project on Open and Innovative Government in Thailand

To mobilise the Open Government in Thailand more effectively, inclusively and continuously, the Office of the Public Sector Development Commission or OPDC organised a series of workshops and hackathon event last year to improve the public services and performance of the public sector. The focal topic this time was how to increase road safety in Thailand through the innovative and sustainable methods in order to reduce damage to life and property which has also affected the social and economic development of the country as a whole.

Dialogprogramm EU-ASEAN als strategische Partner für Wachstum und Wohlstand

Besuch von MdB Serap Güler in Thailand

Frau Serap Güler MdB, Mitglied der CDU/CSU-Bundestagsfraktion, reiste vom 30. bis 31. Oktober nach Bangkok, um auf Einladung der Konrad-Adenauer-Stiftung Thailand an einem Dialogprogramm teilzunehmen. Frau Güler ist u.a. stellv. Vorsitzende des Afghanistan-Untersuchungsausschusses im Bundestag und Mitglied des Verteidigungsausschusses. In diesem ist sie zudem Berichterstatterin für Asien. Der Schwerpunkt ihres Besuches in Bangkok lag daher auf Sicherheitsfragen in den Bereichen Außenpolitik und internationale Beziehungen, Handel und Wirtschaft sowie Wahlen und Bürgerpartizipation.

Die neue europäische ESG-Lieferkettenverordnung und ihre Auswirkungen auf Thailand

Europe-in-Review (EiR) Seminar

Am 5. Oktober 2023 veranstalteten das German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) und die Asian Governance Foundation (AGF) ein Seminar mit dem Titel "Die neue europäische ESG-Lieferkettenverordnung und ihre Auswirkungen auf Thailand". Das Event in Bangkok wurde in enger Kooperation mit dem Thailand Büro der Konrad-Adenauer-Stiftung (KAS) organisiert und durchgeführt. Die Veranstaltung informierte über die Inhalte der neuen EU-Lieferkettenrichtlinie (Corporate Sustainability Due Diligence Directive, CSDDD), dem jüngsten Regelwerk im Bereich Umwelt, Soziales und Unternehmensführung (engl.: ESG), und erörterte die resultierenden Auswirkungen auf relevante Akteure sowohl in Thailand als auch in der EU. Im Rahmen des Seminars, das unter Chatham House Regeln stattfand, waren drei Redner eingeladen: Petros Sourmelis von der EU-Delegation in Thailand, Kelvin Sergeant von der International Labour Organization und Henning Glaser vom German-Southeast Asian Center of Excellence for Public Policy and Good Governance. Das Seminar wurde von Assoc. Prof. Dr. Jaruprapa Rakpong von der juristischen Fakultät der Thammasat Universität moderiert. Unter den Teilnehmern im Publikum befanden sich Vertreter internationaler Organisationen, der Zivilgesellschaft, von Regierungsbehörden, Medien, ausländischen Botschaften, der Wissenschaft und der Wirtschaft.
