Hintergründe und Konsequenzen

Brasiliens Präsident Jair Bolsonaro hat angesichts lauter werdender Kritik an seinem desaströsen Corona-Krisenmanagement und sinkender Umfragewerte reagiert und auf einen Schlag sechs wichtige Ministerposten neu besetzt. Insbesondere die Absetzung der stark unter Druck geratenen „ideologischen Führungsfigur“, Außenminister Ernesto Araújo, ist für den Bolsonarismus schmerzlich. Auch das Verhältnis zu den Streitkräften ist nach dem unerwarteten Abgang des Verteidigungsministers neu zu bewerten. Generell sind die Personalrochaden auch als Zugeständnis an das Parteienbündnis des Centrão zu betrachten, auf den Bolsonaro wohl mehr denn je angewiesen ist.

COVID-19 und kein Ende

Brasilien im multiplen Krisenmodus

Brasilien durchlebt aktuell die schlimmste Phase seit Beginn der Pandemie mit erschreckend hohen Todeszahlen und einer Vielzahl grassierender Virusmutanten, welche vermehrt zu Reinfektionen sowie schweren Verläufen führen. Als globales Epizentrum der Pandemie steht das Land international in der Kritik. Mit Marcelo Queiroga soll nun der mittlerweile vierte Gesundheitsminister der aktuellen brasilianischen Regierung die Probleme beheben und Schwung in die schleppende Impfkampagne bringen. Die teils gefeierte Rückkehr von Ex-Präsident Lula auf die politische Bühne lässt den Präsidentschaftswahlkampf Fahrt aufnehmen und setzt die Regierung Bolsonaro zusätzlich unter Druck, wird aber von vielen Brasilianern auch vehement abgelehnt.

Tracking and Analysis of Brazilian environmental and climate policy

"Política por Inteiro" aims to provide a reliable, recurring and comparable data base on public policy signals and propositions in the environmental area in a "friendly" format and with credible data, and that creates a common "memory" about national decisions. Through the monitoring of government actions and rhetoric, systematic analysis of the situation and associated risks and the production and dissemination of information, it is intended to provide a tool to identify signals, interpret trends and consolidate them in an aggregate manner, using data science to inform citizens, advocacy networks and decision makers themselves. Each month an outlook is produced with the signals detected in the monitoring and monthly online events are also carried out to analyze the situation. The February 2021 outlook is available here. Wie viel Macht haben die brasilianischen Militärs?

Staatspräsident Jair Bolsonaro hat sein Vorhaben, die Zusammenarbeit mit Militärs auszubauen und deren Präsenz in staatlichen Institutionen zu stärken, seit seiner Wahl konsequent vorangetrieben. Erstmals seit 1989 wurde mit dem ehemaligen General Silva e Luna nun auch wieder ein Militär für den Chefposten des halbstaatlichen Mineralölunternehmens Petrobras nominiert. Während die Börse diese Entscheidung mit fallenden Kursen quittierte, fragen sich viele Brasilianer, ob der Einflussgewinn der Militärs langsam kritische Ausmaße erreicht und was dies für die Präsidentschaftswahlen im Jahr 2022 bedeuten könnte.

Vorteil Bolsonaro

Die Wahlsiege von Arthur Lira (Progressistas, PP) und Rodrigo Pacheco (Democratas, DEM) im Rennen um die wichtigen Präsidentenämter von Abgeordnetenhaus und Senat stellen ein Wunschresultat für Jair Bolsonaro dar. Der Staatspräsident muss ein Impeachment-Verfahren kaum noch fürchten und hat nach einem Dämpfer bei den Kommunalwahlen zuletzt nun einen Etappensieg errungen, der auch im Hinblick auf seine potenzielle Wiederwahl im kommenden Jahr nicht zu unterschätzen ist. Abseits der anhaltenden innenpolitischen Machtkämpfe rutschen unterdessen Millionen von Brasilianern aufgrund ausgelaufener Hilfsprogramme in extreme Armut ab.
