MFF 2028-34: how to finance the EU’s ambitions?

The European Union (EU) has ambitious goals but difficulty in backing them up with the necessary financing. As the EU grapples with unprecedented challenges – such as strengthening competitiveness, investing in defense, managing geopolitical shifts, and mitigating climate change – the future of its Multiannual Financial Framework (MFF) for 2028-2034 will be decisive for its future impact on EU citizens and the world as a whole.

This summer the Commission could propose fundamental changes to the budgetary structure. Something the EP was rather hesitant to do. Could and maybe even should the EU shift from a program-based to a policy-based budget, merging numerous programs into single envelops for each Member State? Given the uncertainties, there is an ongoing debate on how to create enough flexibility while maintaining sufficient transparency and achieving strategic objectives. Should the reform involve mechanisms similar to those of the Recovery & Resilience Facility, where access to funds is conditioned on reforms? And which are the European public goods that need EU funding most? Security - military and defense - immigration - digital transformation – economic sovereignty - Climate action, just to name a few. During our event, we will explore how the EU can strike the right balance between fiscal prudence and strategic investment to secure Europe's position in a competitive global landscape.

 

Key speakers at our KAS-DIHK event: Belgian Deputy Prime Minister and Minister for the Federal Budget & Administrative Simplification Vincent van Peteghem, the European Parliament's Chair of the Committee on Budgetary Control Niclas Herbst (EPP/GER), and Prof. Dr. Zareh Asatryan Deputy Head of Research Unit "Corporate Taxation and Public Finance" at ZEW Mannheim. The panel is moderated by Paola Tamma, EU Correspondent at the Financial Times.
