Institutional and Democratic Development

With Ghana’s return to constitutional democratic rule and the beginning of the Fourth Republic in 1993, strengthening democratic political institutions became a central focus of KAS Ghana’s work. In the early years, this meant contributing to the consolidation of a still-young democratic system. Over time, the emphasis increasingly shifted towards supporting the continuous development and strengthening of democratic structures and processes.
KAS works with actors across Ghana’s political system, including Parliament, executive institutions and political party structures. The objective is to strengthen democratic processes within these institutions themselves, supporting effective and accountable structures, encouraging political participation and creating greater opportunities for groups that have traditionally been underrepresented in political decision-making, particularly women and young people.
This work has taken many different forms over the decades: expert advice and technical exchanges, training and capacity building for political and institutional actors, workshops on specific reform processes, as well as larger conferences and dialogue formats. The concrete activities have changed as Ghana’s democracy has evolved, responding to new political realities and institutional needs.
The underlying objective, however, has remained consistent: democracy requires more than elections. It depends on strong democratic institutions, inclusive political processes and people who are equipped to make those institutions work. By working within and alongside Ghana’s political institutions, KAS has accompanied the country’s democratic consolidation and continues to support the further development of its democratic structures.
