In 2026, KAS Ghana and its long-standing partner, the Ghana Center for Democratic Development (CDD-Ghana), convened a closed-door expert workshop in the context of Ghana’s ongoing constitutional review process. Bringing together legal and security experts as well as representatives of the Ghana Armed Forces, the workshop examined the constitutional provisions governing the appointment of senior security officials and explored how these processes could be made more democratic, transparent and participatory. Comparative perspectives, including experiences from Kenya and South Africa, provided additional insights into how similar appointment processes are organised in other constitutional systems.
The workshop illustrates another important dimension of KAS Ghana’s work: bringing specialised expertise into ongoing political and constitutional reform processes. Such formats go beyond providing a space for discussion. They enable experts to jointly examine existing institutional arrangements, compare different approaches and develop concrete recommendations that can feed into the work of those directly involved in reform processes.
Through expert workshops of this kind, KAS seeks to strengthen evidence-based policymaking and contribute to democratic institution-building. By connecting expertise from academia, civil society and state institutions and translating dialogue into practical recommendations, the Foundation supports Ghanaian actors in developing locally grounded approaches to strengthening democratic governance and accountable institutions.
