🌍 Climate in a Divided World: ASEAN Leadership for COP30 and Beyond 🌏

The 2025 UN Climate Change Conference (UNFCCC COP30), to be held in Belém, Brazil this November, will take place against a backdrop of heightened geopolitical tensions and increasingly urgent climate challenges. Ahead of this pivotal moment, ISIS Malaysia, in collaboration with Konrad-Adenauer-Stiftung (KAS) Malaysia and Third World Network (TWN), will convene a two-day conference on 2–3 September 2025 in Kuala Lumpur.

Building on the success of last year’s COP29 Masterclass, this conference will provide a platform to:

  • Examine national and regional climate agendas in the context of global negotiations.
  • Leverage Malaysia’s role as ASEAN Chair to foster stronger synergies in ASEAN and South-South climate advocacy.
  • Contribute concrete perspectives and recommendations from Malaysia, ASEAN, and the Global South into the lead-up to COP30.


Programme Highlights


Day One (2 September) – Public Conference

  • Panel 1: Just Energy Transition – centring justice, equity, and lived realities of the Global South.
  • Panel 2: Adaptation – prioritising urgent action in the face of escalating climate impacts.
  • Panel 3: Means of Implementation and Support – exploring climate finance, technology transfer, and capacity building for ambitious action.
  • Keynote Interventions: From the Ministry of Natural Resources and Environmental Sustainability and the Embassy of Brazil in Kuala Lumpur and Brunei.


Day Two (3 September) – Focus Group Discussions

  • COP30 Priorities for Malaysia – developing inputs from civil society and grassroots voices to inform Malaysia’s national stance.
  • Just Transition, Adaptation and MyNAP – identifying key areas to strengthen Malaysia’s National Adaptation Plan, with contributions from the NRES Climate Change Consultative Panel and wider stakeholders.


The conference will gather policymakers, diplomats, researchers, industry players, and civil society representatives, ensuring a diverse and inclusive dialogue. Outcomes will be compiled into a report to support Malaysia’s preparations for COP30, championing ASEAN and Global South perspectives in global climate negotiations.
