The following 31 states, which are not members of the Council, co-sponsored the meeting: Andorra, Australia, Austria, Canada, Croatia, Denmark, Estonia, Finland, Greece, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Montenegro, New Zealand, Norway, Poland, Portugal, Republic of Moldova, Sierra Leone, Slovakia, Slovenia, Sweden, Ukraine, United Kingdom, Uruguay. They are coloured light green.
