Britain Has Another New Prime Minister: Andy Burnham

Sir Keir Starmer left office after just 23 months, without a major scandal and with a large Commons majority, brought down by a parliamentary party he never managed to unite. His successor inherits the country's structural problems unchanged: weak growth, minimal fiscal headroom and mounting pressure to reform. What is new is the ambition. Andy Burnham wants to be a "circuit-breaker". His agenda rests on four pillars: devolving power away from Whitehall, growth in the regions rather than in the City of London, public control of strategic infrastructure, and the preservation of the welfare state. Its most visible symbol is "No 10 North", a seat of government in Manchester. The central contradiction is equally visible: expensive promises with almost no fiscal room, and a welfare state whose preservation is pledged while its reform is held to be unavoidable — precisely the tensions his predecessor never resolved.

Burnham also shifts the coordinates of the party system. He draws voters primarily from the Greens, the Liberal Democrats and the Conservatives rather than from Reform UK. While this in the short term threatens the smaller parties most, a squeeze on both political flanks could ultimately benefit the Tories. In foreign policy, substantive continuity is to be expected, albeit with three marked shifts in emphasis: a more ambitious approach to Europe, engagement and self-assertion towards Washington, and a more critical line on Israel. For Germany, the conditions are unusually favourable, but how long this window of opportunity stays open depends on whether Burnham can deliver at home.
