The court system’s performance should be enhanced in the following key areas:
- public trust in the courts;
- access to justice;
- timeliness and quality of court proceedings;
- efficiency and effectiveness of the complaint system; and
- coordination of the criminal justice system.
What is the role of the high judicial council as an oversight body to ensure an effective judiciary? What is the responsibility of the judicial inspection and how could its effectiveness be improved? Should there be a system of judicial evaluation? Besides the institution itself, shouldn’t we have and adopt clear criteria for judges to join the judiciary? What are the prerequisites or the qualifications that can be provided or acquired by capacity building models?
It is crucial for the individuals holding the relevant offices to directly meet, address, discuss and tackle those questions. Based on this, the Rule of Law Programme Middle East and North Africa of the Konrad-Adenauer-Stiftung (KAS), in cooperation with the the Lebanese Foundation for Permanent Civil Peace (LFPCP) and the Arab Center for Legal & Judicial Researches of the Arab League is organizing a two-day workshop that will gather representatives of the supreme judicial courts / councils that represent the highest authority of the judicial administration and that therefore play a key role in implementing and improving procedures and policies for the judicial administration.
This workshop will take place in Beirut on Thursday and Friday, the 10th and 11th of November 2022.
The workshop will start with a public opening discussion to then move on to a series of five closed panel discussions. Opening remarks will be given by

- His Excellency Houssam Zaki, Assistant Secretary General of the Arab League,
- Dr. Antoine Messarra, head of the Lebanese Foundation for Permanent Civil Peace,
- Mr. Philipp Bremer, Director of the KAS Rule of Law Programme MENA region, and
- Judge Henry Khoury, Head of the Arab Center for Legal and Judicial Studies.
