6th MENA ENVIRONMENTAL LAW AND POLICY SCHOLARS’ CONFERENCE

Water Security and Environmental Law in the Middle East and North African (MENA) Region

The Konrad-Adenauer-Stiftung (KAS) Rule of Law Programme Middle East and North Africa, in partnership with the Association of Environmental Law Lecturers in MENA Universities (ASSELLMU) and the Faculty of Law at Arab East Colleges, with the support of the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), and SADER Legal Publishing, and in collaboration with the UNESCO Chair on Environmental Law at Hamad Bin Khalifa University, Qatar, is pleased to announce the 6th MENA Environmental Law and Policy Scholars’ Conference under the theme “Water Security and Environmental Law in the MENA Region.” The conference will take place from February 24 to 26, 2025, in Riyadh, Saudi Arabia.

Navigating Uncertainty in the Middle East (II): The Case for Interim Constitutions in Syria and the Palestinian Territories

Sciences Po University, Paris, France | 28–29 May 2026

The Rule of Law Programme Middle East and North Africa (MENA) of the Konrad Adenauer Foundation (KAS), in partnership with the MENA Program at Sciences Po Paris, the Sciences Po Law School, and the Constitutional Studies Centre at An-Najah National University, successfully organized a two-day training program titled “Navigating Uncertainty in the Middle East (II): The Case for Interim Constitutions in Syria and the Palestinian Territories” on 28–29 May 2026 at Sciences Po Paris. The training brought together constitutional scholars, legal practitioners, governance experts, and academics from Europe and the Middle East to examine the role of interim constitutions in contexts marked by conflict, contested sovereignty, political transition, and institutional uncertainty. Through comparative discussions and case studies, participants explored the opportunities and challenges associated with temporary constitutional frameworks and their potential contribution to sustainable political and constitutional development.

Women Judges in Conversation: 3rd Annual Conference for Women Constitutional Judges from MENA Region

The Rule of Law Programme Middle East and North Africa (MENA) of the Konrad Adenauer Foundation (KAS), in cooperation with the Center for the Study of the Middle East at Indiana University, successfully organized the third edition of “Women Judges in Conversation: The Annual Conference for Women Constitutional Judges from the MENA Region” on 11–12 May 2026 at Villa La Collina in Cadenabbia, Italy. The conference brought together women constitutional judges and legal experts from across the MENA region and beyond for two days of in-depth dialogue on contemporary constitutional challenges. Through an interactive and comparative format, participants exchanged experiences on constitutional adjudication, judicial reasoning, institutional challenges, and the evolving role of constitutional courts in protecting rights and upholding the rule of law.

Strengthening Legal and Institutional Responses to Money Laundering in the MENA Region

Settat, Morocco | 14–15 April 2026

The Rule of Law Programme Middle East and North Africa of the Konrad Adenauer Foundation (KAS), in partnership with the Faculty of Legal and Political Sciences at Hassan I University, successfully organized a two-day regional conference titled “Following the Money: Strengthening Legal and Institutional Responses to Money Laundering in the MENA Region” on 14–15 April 2026 in Settat, Morocco. The conference brought together a distinguished group of judges, prosecutors, legal practitioners, financial experts, academics, and institutional representatives from Morocco, Lebanon, Tunisia, and Germany. It provided a platform for in-depth and practice-oriented discussions on the legal, institutional, and operational challenges of combating money laundering, while also drawing on comparative international experience.

Rule of Law FORUM – 3rd Edition

The 3rd Edition of the Rule of Law FORUM, the annual flagship event, took place on 12–13 December 2025 at the Mövenpick Hotel Beirut, Lebanon.

Organized in partnership with the Youssef SADER Foundation for Legal Culture, this edition brought together a distinguished group of judges, legal scholars, experts, and policymakers from across the MENA region. The Forum provided a vital platform to discuss pressing regional legal challenges, with a focus on constitutionalism, sanctions, environmental law, legal systems, and intellectual property in the context of innovation and access to justice.

Institutional Frameworks for the Work of Constitutional Courts and Councils

15–16 October 2025 | InterContinental Hotel, Amman – Hashemite Kingdom of Jordan

The Konrad-Adenauer-Stiftung Rule of Law Programme Middle East & North Africa, in collaboration with the Constitutional Court of the Hashemite Kingdom of Jordan, organized a two-day regional symposium entitled “Institutional Frameworks for the Work of Constitutional Courts and Councils” on 15–16 October 2025 at the InterContinental Hotel in Amman. The symposium brought together presidents and members of the constitutional courts and councils of Jordan, Lebanon, Egypt, Iraq, and Palestine, as well as members of the Constitutional Court of Morocco, to exchange expertise and experiences aimed at strengthening constitutional justice and judicial independence in the region.

Constitutional Symposium – Meeting of the Levante Constitutional Courts

Under the High Patronage of His Excellency the President of the Republic of Lebanon, General Joseph AOUN The Lebanese Constitutional Council, in partnership with the Konrad-Adenauer-Stiftung Rule of Law Programme Middle East & North Africa, held the Constitutional Symposium – Meeting of the Levante Constitutional Courts on June 17, 2025, at the InterContinental Phoenicia Hotel in Beirut. This regional symposium was organized to commemorate the 30th anniversary of the establishment of the Lebanese Constitutional Council and to provide a forum for dialogue among constitutional courts and legal experts from across the Levant region.

Artificial Intelligence and Law - an Exchange of Experiences

A two days’ workshop in cooperation with the General Secretary of the Government of Morocco.

On Thursday and Friday, the 13th and the 14th of February 2025, the Rule of Law Programme Middle East and North Africa of the Konrad-Adenauer-Stiftung (KAS), in cooperation with the Secrétariat Générale du Gouvernement (SGG), Royaume du Maroc organized a two-day workshop entitled “Artificial Intelligence and Law - an exchange of experiences”. The workshop took place at Tour Hassan Palace Hotel in Rabat, Morocco, with participation of senior experts, doctors and professors from Morocco and Germany.

Water Security and Environmental Law in the Middle East and North African (MENA) Region

Leading international environmental law experts have emphasized the urgent need to prioritize environmental law education to advance water security and achieve the United Nations Sustainable Development Goals (SDGs) in the MENA region. This call to action was a key focus of the 6th Environmental Law Conference of the Association of Environmental Law Lecturers in Middle East and North Africa Universities (ASSELLMU), which concluded on February 26 at the Faculty of Law, Arab East Colleges. Organized in partnership with the Rule of Law Programme MENA Region office of the Konrad Adenauer Stiftung (KAS), the three-day conference featured rigorous discussions, workshops, and keynote addresses, where experts explored the intersection of environmental law and water security across the MENA region, highlighting the critical role of legal frameworks in addressing these pressing challenges.

Held at HBKU, this gathering brought together esteemed judges, academics, and legal experts to engage on critical issues of rule of law, sustainability, and innovation shaping the MENA region.
