The ICC prosecutor, Luis Moreno Ocampo, has requested the UN to assist in the arrest of the Sudanese President Omar al-Bashir. He suggested that the Security Council makes the arrest warrants more stringent, even for States which have not signed the Rome Treaty. However, his demands are unlikely to be answered.
Luis Moreno Ocampo was addressing the Security Council for the last time before the end of his nine year term. The ICC prosecutor devoted his speech to the case of Omar al-Bashir. The Sudanese President has always managed to escape the arrest warrant issued for genocide in Darfur.
Luis Moreno Ocampo wants to appeal to non-members of the ICC and regional organizations, like the African Union, to arrest al-Bashir. He also suggests cutting aid to States that host the Sudanese President. "After five years of failure to implement decisions on Darfur, I wanted to suggest new ideas to the Security Council. I know they will not be applied today, but we must find something to stop the crimes in Darfur, "said the ICC prosecutor.
The Sudanese ambassador to the UN has accused Luis Moreno Ocampo of thinking that he is "president of the world." Nonetheless, these proposals are unlikely to pass China’s veto, which is considered the protector of Sudan in the UN.
