Not having had a constitution earlier than 1990, in Benin not all articles of the constitution have been dealt with in decisions of the Constitutional Court yet. Therefore many articles had to be given an interpretation for the first time ever. In a concluding workshop the commission discussed its results and took advantage of the opportunity to include criticism and remarks of other participating practitioners and scholars into the commentary, which is to be published in spring 2009. The sophisticated to the point treatment of the constitution does not only strengthen the awareness and commitment towards the rule-of-law, but also enhances the discussion about the further democratic development of the country.
The questions concerning constitutional and political matters arising from the thorough reflection of the constitution and its articles will be of importance to the further project work of the Konrad-Adenauer-Stiftung in West-Africa. It is expected that the Commentary could be an example for other francophone countries in the region. There are plans to initiate similar projects in Mali and Togo.
