Migration Policy in Transition: Pathways for Cooperation between Türkiye, Germany, and the European Union

On 12 May 2025, the Konrad-Adenauer-Stiftung Türkiye hosted the Ankara Migration Symposium. The high-level conference brought together decision-makers and experts from politics, administration, diplomacy, and civil society from Türkiye, Germany, and the European Union to discuss the future of cooperation in migration policy.
The aim of the symposium was to shed light on current challenges and opportunities for cooperation in the field of migration – both at the political-strategic and operational levels. The discussions focused on EU–Türkiye cooperation, international protection mechanisms, return processes, and integration strategies.
Among the speakers were:
- Prof. Dr. Burhanettin Duran, Deputy Minister of Foreign Affairs of the Republic of Türkiye
- Ambassador Ceren Yazgan, Director General for Migration and Visa Policy at the Turkish Ministry of Foreign Affairs
- Ambassador Thomas Ossowski, Head of the EU Delegation to Türkiye
- Gerald Knaus, Chair of the European Stability Initiative (ESI)
- Karin Patock, Head of Division for International Cooperation and Migration Policy at the Federal Office for Migration and Refugees (BAMF)
- İbrahim Vurgun Kavlak, Executive Director of the Association for Social Development and Aid Mobilization (ASAM)
- Mario Krebs, Head of the Political Department and Regional Refugee and Migration Coordinator at the German Embassy in Ankara
The conference was attended by a wide audience from international organizations, ministries, embassies, research institutions, and NGOs, and served as an important platform for exchange, networking, and cooperation.
