The 10th OCEAN DIALOGUE

Offshore Renewable Energy - Opportunities and Challenges to Green Transition

Ocean Dialogue is one of the flagship cooperation programs between Konrad-Adenauer-Stiftung (KAS) Vietnam and Diplomatic Academy of Vietnam (DAV). Each Ocean Dialogue goes into a carefully set out topic. Since 2017, nine dialogues have been organized with a wide range of topics such as Ocean Governance in the South China Sea, fisheries cooperation, plastic waste management, environment sustainability etc…and received many positive responses from international and national scholars, researchers in relevant fields. The series of Ocean Dialogue intends to raise the importance of the maritime/sea/ocean by building up the knowledge and looking at it from different angles. Maritime issues are of great importance to the countries around the South China Sea, which affect their economic, political, environmental and security context. Not only regionally is this topic of relevance, it is of equal importance to the global community.

Course building project - Politics of Globalization

Workshop on Curriculum Development

This week the first component of 2-year-course building project will be kicked off. It is also the first cooperation project between Konrad-Adenauer-Stiftung Vietnam and co-partner University of Social Sciences and Humanities in Ho Chi Minh city. The main instructors of this course building are international relation professors from President University, Indonesia. Besides, there will be group of lecturers collaborating with international experts on building the course; they are lecturers of the universities which have a department and teaching portfolio on multilateral diplomacy.

Foreign Policy Analysis

Foreign Policy Analysis (FPA) appears in the curriculum of almost every university which offers undergraduate and/or graduate programs in Internatinal Relations (IR). In Vietnam, IR teaching has begun to follow international standards since late 1990s by introducing core courses such as IR History, IR Theories, Vietnam Foreign Policy, Global Governance… which is, surprisingly, not the case for FPA. To overcome this shortcoming, the Diplomatic Academy of Vietnam and the Konrad-Adenauer-Stiftung in Vietnam co-organize the Course-Building Workshop on Foreign Policy Analysis. This is the phase 2 of a 3-years project supported by KAS Vietnam with the aim of incorporating FPA in the IR curriculum at DAV. The workshop will serve as a forum for exchanging ideas among Vietnamese scholars and researchers, and with their foreign colleagues about the syllabus of the FPA course. The participants are generally professors, scholars and researchers from almost all institutions and universities in Vietnam which have a department and/or teaching portfolio on IR.

Workshop: Improving the Verification of the Settlement of State and local budgets

Enhancing the quality of verifying and approving final accounts of State and local budget

Enhancing the quality of verifying and approving final accounts of State and local budget is always an important task of the elected bodies and deputies in the attempt to make public spending transparent and efficient. NA deputies and delegates of people’s councils are elected every five year, therefore, it is crucial for the NA’s Finance and Budget Committee to regularly organize workshop to disseminate and sharing experiences among the newly elected deputies who are in charge of verifying and supervising state and local budget settlement. KAS Vietnam will cooperate with the National Assembly’s Finance and Budget Committee to organize a workshop on “Improving the verification of the State and local budget settlement”.

The most flagship event of the year has been reaching. South China Sea International Conference is a premium regional security forum focusing on SCS issues and ocean governance. This year, the event will be paneled by around 38 high-profile speakers and prominent experts who will be joined by an audience of hundreds of on-site and online participants. They are senior officials, members of diplomatic corps, leading scholars and academics and informed public throughout the world. NCIF Research Launching Workshop

How the Regional Comprehensive Economic Partnership (RCEP) shapes supply chains in Vietnam?

The Regional Comprehensive Economic Partnership (RCEP) is a free trade agreement (FTA) between the ten member states of ASEAN and five regional economies (Australia, New Zealand, China, Japan and Korea) which was signed on November 15th 2020 and officially took effect from January 1st 2022. Many assessments believe that the impact of the Agreement due to tariff reduction is not much, while the impact on shaping supply chains in the RCEP and Vietnam is significant. For a more in-depth discussion of the above, the National Centre for Socio-Economic Information and Forecast (NCIF), with the support of Konrad-Adenauer-Stiftung (KAS), will launch the workshop on November 10th 2022 which will disseminate the research results.

Up to now, Vietnam has 15 signed agreements, two other agreements are under negotiation. Among them, the EU-Vietnam Free Trade Agreement (EVFTA) is considered the most ambitious agreement that Vietnam has ever signed; at the same time, it is also the most ambitious FTA that the EU has ever signed with a developing country. Therefore, the EVFTA is expected to bring significant economic benefits to both sides, especially in trade and investment, thereby helping the two sides overcome the challenges of the current volatile world context

THE 9th OCEAN DIALOGUE

Marine scientific research: Confidence building and Environment sustainability

The South China Sea (SCS) is home to high marine biodiversity that merits marine scientific research (MSR). For a long period, MSR has been advocated as an area of common interest to restore ocean sustainability and build confidence among coastal states. In addition, rapid changes in climate and human activity demands MSR to identify shared solutions to environmental challenges such as the diminishment of fish stocks and coral reef ecosystems, marine plastic pollution, or climate change. Given its significance, the 9th Ocean Dialogue would explore possibilities to enhance MSR in the SCS. Experts will dwell on three specific topics, including: (i) the applicability of legal framework under UNCLOS for MSR; (ii) good practices in regional and international scope to offer some new ideas of what could be applied in the SCS, (iii) challenges coastal states could face in promoting science diplomacy in disputed areas, and policy recommendations accordingly.

THE MEKONG FORUM 2

ASEAN Centrality in addressing the challenges in the Mekong sub-region

The Mekong issue plays an imperative role not only for the sub-regional countries through which the river flows but also for the whole Southeast Asian region. The ASEAN – Mekong Basin Development Cooperation (AMBDC) was established as early as 1996 to enhance eco-nomic integration among member countries. However, the AMBDC has made no significant progress compared to other dynamic mechanisms in the sub-region. The reason and ra-tionale behind the vital need for ASEAN to put the Mekong sub-region on the agenda has been discussed by prominent scholars in and outside the region. In particular, ASEAN and ASEAN-led mechanisms can create strategic space for member countries to cooperate on is-sues related to the Mekong sub-region. As the ASEAN chair for 2020, Vietnam has put the sub-regional cooperation issues on the agenda of the Association.

Innovating and Improving the Efficiency of Law Implementation Organization in the Period 2025 – 2030

Workshop co-organized by KAS Vietnam and Ministry of Justice

In recent years, Vietnam has made significant strides in perfecting its legal system to regulate all aspects of economic and social life. However, while the legislative process has achieved notable progress, the organization and enforcement of laws have not kept pace with development requirements, revealing certain shortcomings and limitations. One of the main reasons for this situation is the lack of full institutionalization in law enforcement organization. In 2023, the Vietnamese Government issued Resolution No. 77/NQ-CP, outlining an action program to implement Resolution No. 27-NQ/TW issued by the 13th Party Central Committee in 2022. Resolution No. 27-NQ/TW emphasizes innovation in the law enforcement mechanism, closely linking law development and implementation to ensure effective, and efficient enforcement.

On May 21, in Hanoi, the conference titled "Vietnam 2045 Report: Global Economic Trends and Policy Implications for Vietnam" facilitated dialogue among policymakers, senior national researchers, and international experts. Their discussions contributed valuable input to the “Vietnam 2045 Report” which will guide Vietnam’s path toward achieving socioeconomic development goals, including becoming a high-income country by 2045 and transitioning to a de-carbonized economy (net zero) by 2050.

Roadmap to shorten the process and duration for annual state budget settlement

The National Assembly (NA)’s Finance and Budget Committee, with Konrad-Adenauer-Stiftung Vietnam support, organized a workshop on the roadmap for shortening the process and duration of the State final accounts approval. The goal of shortening the process from 18 months to 12 months is to improve the effectiveness of management and use of State budget and increase the responsibility and accountability of the State-budget spending units, said Madam Nguyen Thi Phu Ha, the committee’s Vice-chairwoman and workshop moderator.

The 12th Ocean Dialogue co-organized by Konrad-Adenauer-Stiftung Vietnam and Diplomatic Academy of Vietnam on 15 March tried to provide answers in a multidisciplinary approach at the nexus of foreign policy, international law, maritime science and technology.

Expert workshop on Vietnam’s Excise Tax Law

The Konrad Adenauer Foundation Vietnam and the National Assembly's Finance and Budget Committee jointly organized an event on November 17, 2023 in Ninh Binh with over a hundred people to discuss the contents of Vietnam's Excise Duty Law. The event was accompanied by expert knowledge from national and international speakers from the WHO and World Bank.

The 3rd Mekong International Forum in Ho Chi Minh City

On November 24, the 3rd Mekong International Forum was held in Ho Chi Minh City near the mighty Mekong River under the theme "Promoting Synergy among Mechanisms for Sustainable Growth in the Mekong Sub-Region". The event served as a platform for a joint exchange between the countries of the Mekong Sub-Region and investors in the region.

Workshop for the regional and sub-regional cooperation in East and Southeast Asia

Designed as a kick-off event for a series of workshops/seminars on regional and sub-regional cooperation, 120 participants took part on November 28, 2023 in Hanoi. The hybrid workshop was organized by USSH Hanoi and KAS Vietnam, it addressed regional and sub-regional cooperation in East and Southeast Asia towards a sustainable and innovative future.
