The seminar titled “Exchange of German and Vietnamese Experiences on the Global Context and Development Trends of the Modern and Humanistic Rule of Law”, jointly organized by the Konrad-Adenauer-Stiftung Vietnam and the Vietnam Lawyers Association on October 17, 2025, in Hanoi, provided a meaningful platform for dialogue among legal experts and policymakers. The event took place at a pivotal moment, as Vietnam accelerates institutional reform, strengthens its legal system, and prepares to host the signing ceremony of the United Nations Convention on Countering Cybercrime - the Hanoi Convention.
The seminar was honored to welcome Mr. Clauspeter Hill, Deputy Head of European and International Cooperation at KAS Headquarters in Berlin. Mr. Hill, a leading expert in international law and democratic development, previously served as the Resident Representative of Konrad-Adenauer-Stiftung Vietnam from 1996 to 2000 - a formative period that laid the foundation for many enduring legal partnerships between Germany and Vietnam. His visit to Hanoi marked a moment of significance and continuity in bilateral cooperation.
During the seminar, Mr. Hill shared insights into global trends in the rule of law and Germany’s experience in building a modern legal state. Meanwhile, Vietnamese experts presented strategic directions for advancing the socialist rule-of-law state in Vietnam, focusing on improving governance effectiveness, safeguarding human rights and civil liberties, and promoting institutional, administrative, and judicial reforms. These discussions not only reflect Vietnam’s evolving legal thinking but also highlight its deepening integration with international legal standards.
More than a forum for knowledge exchange, the seminar served as a strategic step toward enhancing bilateral legal cooperation and contributing to the development of a modern, humane rule-of-law system in Vietnam - one that upholds justice, empowers citizens, and supports sustainable national progress within the global community.
The event also reaffirmed KAS’s long-standing commitment to supporting Vietnam in building a rule-of-law state that serves the people, strengthens democracy, and protects justice.
