Konrad Adenauer Foundation in Armenia invites applications from qualified evaluator(s) or evaluation teams for the Final External Evaluation of the EU co-funded project “Youth in Action: Youth Empowerment and Leadership Development in Armenia.”
The evaluation will cover the project implementation period of March 2023 - June 2026 and will assess overall performance against OECD-DAC criteria (relevance, coherence, effectiveness, efficiency, impact, and sustainability). The assignment includes desk review, stakeholder interviews, and field visits in Yerevan and the regions.
Budget: Up to €7,000 (VAT exempt), all-inclusive.
Timeline: 1-31 July 2026 (field work and reporting).
