In recent years, a paradigmatic change in the development as well as in the migration policy debate has been noted. Diaspora networks and representative groups are increasingly considered as agents for change and development. What has perceived as a mere brain drain before, has gained increasing importance considering the developmental impact of remittances, transfer of knowledge and technologies.

The seminar allows for a discussion of pertinent questions with relevant stakeholders from EU institutions, EU member states, developmental agencies and NGOs as well as representatives of Diaspora groups based in Europe and think tank representatives accompanying recent developments. In doing so, the seminar aims not only to provide a platform for exchange but also to allow for an assessment of where we stand and what is needed in order to explore the full potential for Diaspora engagement in developmental countries. In this context, the seminar will try to answer the following questions: Do current developmental concepts sufficiently integrate the potential of Diaspora groups? To what extent are the groups able to participate in the development of external assistance programmes for their home country? Are the existing models sufficient or do we need a more coherent strategy?
