Introduction

In 2019, in a series of annual workshops, the Vienna Office of the Konrad-Adenauer-Foundation (KAS) had organized its first workshop in Athens on migration and border security; aiming at assessing the situation for Greece, discussing the effectiveness of border controls in the EU and dealing with sea rescue. The 2020 experts’ migration workshop had focused on the reform of the EU Asylum System and Migration Management and the financing of migration policy looking at the main routes of migration with a specific view on Greece. The focus on the Mediterranean will remain at this year’s experts workshop in Malta.

A broad range of questions will be addressed. What is the current situation at the main routes of migration with a specific view on Malta? Which influence does the situation in Afghanistan have? In June 2021, political agreement was reached to establish the European Union Agency for Asylum (EUAA), enhancing the mandate of the European Asylum Support Office (EASO). What kind of policy developments can be perceived on European and multilateral level? How can local governance become a key partner and help to change or enhance the migration-narrative?

Developments in the EU Asylum System and Migration Management and outlook
In June 2021, political agreement was reached to establish the European Union Agency for Asylum (EUAA), enhancing the mandate of the European Asylum Support Office (EASO). No consensus has been reached so far on the migration pact. What are the key obstacles and what is the future outlook? What are the specific problemswith repatriation, most of which do not take place? What are the possibilities for improvement? What happens to those who should be returned but have not been returned?
