The NPT entered into force on 5 March 1970; it was extended indefinitely in force on 11 May 1995. The Treaty is the most successful and the most widely adhered to multilateral legally binding instrument governing nuclear disarmament, nuclear non-proliferation and cooperation in the peaceful uses of nuclear energy – the “three pillars” of the Treaty. The NPT Review Conferences have been held every five years since 1970 – the ones in 1995, 2000 and 2010 resulted in agreements by consensus on various measures across the three pillars, especially on nuclear disarmament. The NPT review process is the only forum where the five nuclear-weapon States – China, France, Russia, UK and US – engage substantively on nuclear disarmament. The Tenth (2020) NPT Review Conference has been further postponed due to the COVID-19 pandemic and now is expected to be held from 1-26 August 2022 at the UN in New York. In expectation of the Review Conference being held this month as was previously scheduled, the Leaders of the Five Nuclear-Weapon States issued a Joint Statement on 3rd January and the UN Secretary-General also has commented and outlined possible actions by NPT States. These and related developments will be discussed by senior diplomats.

Previously, acting Director General for the UN and Deputy Director General for Disarmament at the Foreign Ministry of Mexico; representative of Mexico to the Conference of Disarmament in Geneva.

Alexander Kmentt: Ambassador, Director for Disarmament, Arms Control and Non-Proliferation, Austrian Ministry for Foreign Affairs; President-designate of the Vienna Conference on Humanitarian Consequences of Nuclear Weapons and the First Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons (Vienna: March 2022).

Jakob Hallgren: Director-designate, Swedish Institute for International Affairs (UI) effective 14 February 2022; presently Ambassador for Disarmament and Non-Proliferation (Sweden). Previously, Ambassador to the Republic of Korea; Deputy Director at the Stockholm International Peace Research Institute (SIPRI).

Moderator

Tariq Rauf is on the Board of Directors of Atomic Reporters; former Head of Verification & Security Policy Coordination, Alternate Head of the NPT Delegation, International Atomic Energy Agency (IAEA); he was a member of the Eminent Persons Group for Substantive Progress on Nuclear Disarmament convened by the Foreign Minister of Japan.
