Following the official opening of the “Fundamentals” negotiating cluster, Ukraine has undertaken a commitment to fulfil the interim benchmarks under Chapter 23 “Judiciary and Fundamental Rights” and Chapter 24 “Justice, Freedom and Security.” It is on the basis of the assessment of their implementation that the European Commission prepares the Interim Benchmark Assessment Report (IBAR), a key document that will largely determine the further advancement of Ukraine’s EU accession negotiations.
Progress in the areas of judicial reform, anti-corruption, fundamental rights, the fight against organised crime, migration, asylum, and border management will be crucial for Ukraine’s ability to move forward to the next stages of the accession process.
During the event, experts will present the results of a civil society monitoring assessment of Ukraine’s implementation of the interim benchmarks, prepared with the participation of leading Ukrainian think tanks and civil society organisations. Participants will discuss the progress achieved to date, the remaining challenges, and priorities for further reforms in the areas of the rule of law, anti-corruption, law enforcement, and the protection of fundamental rights.
Representatives of the Ukrainian government, European institutions, international partners, think tanks, and civil society organisations are invited to participate in the discussion.
Working languages: Ukrainian and English (simultaneous interpretation provided).
