Brasil em Foco

Brazil in Focus 10/2026

No one has a majority; it’s up for grabs / From COP 30 to COP 31 / Governors, Federalism, and Regional Power in 2026

The new edition of the “Brasil em Foco” series brings together three analyses of Brazil’s key challenges following the 2026 elections. Humberto Dantas examines the composition of the National Congress and shows that governability will depend on the ongoing formation of agreements—a hallmark of Brazil’s coalition-based presidential system. Next, Elze Rodrigues discusses the limits of climate multilateralism and the role Brazil could play at COP 31, highlighting the need to translate political leadership, international cooperation, and financing into concrete results for a just global transition. Finally, Bruno Schaefer analyzes the new political landscape in the states, marked by the rise of the right wing in state governments and legislative assemblies, and assesses its impacts on federal coordination. The author identifies tax reform, state debt, and public safety as decisive issues in the relationship between the federal government and state governors in the coming years
