Discussion

Der Morgen danach – Moldau hat gewählt

Wahlanalyse

The Europe Office of the Konrad-Adenauer-Stiftung is delighted to invite you to the next session of our event series, "The Morning After". In this online discussion format, we monitor parliamentary and presidential elections across Europe and discuss the results with a KAS colleague in the respective country or region. In doing so, we also assess the implications that the election results could have for the country’s relationship with the European Union. This session will focus on Moldova, where parliamentary elections are scheduled for 28 September 2025.

Details

The upcoming parliamentary elections in the Republic of Moldova are far more than a domestic event – they carry a signal effect for the whole of Europe. Since the inauguration of President Maia Sandu and her pro-European Party of Action and Solidarity (PAS), an associated member of the European People’s Party, in 2021, the country has been ad-vancing reforms in the judiciary, the rule of law and the fight against corruption, consistently pursuing the path towards the EU. The candidate status granted to Moldova in 2022 is therefore both an opportunity and an obligation: progress on reforms will determine the course of accession negotiations and the stability in the EU’s immediate neighbourhood. At the same time, Moldova finds itself at the centre of geopolitical tensions today. Through hybrid strategies such as disinformation, financial interference, cyber-attacks and the destabilisation of Transnistria, Moscow is seeking to strengthen pro-Russian forces within the country. For example, the newly established Patriotic Electoral Bloc (BEP) is calling for neutrality in the war in Ukraine and openly questions EU integration. Alongside it stand forces that are formally pro-European but in practice close to Russia, as well as populist protest parties that could decisively shift the balance of power in parliament. Economic concerns, such as rising prices, dependence on foreign (particularly Russian) energy supplies and weak public services, are another factor in the elections. Finally, also Moldova’s large diaspora will play a central role: their votes could determine the country’s future course.
For the EU, the stakes are therefore not only about the future of a candidate state, but also about whether it succeeds in anchoring liberal democracy, the rule of law and security at its eastern border in the long term.

How can the election results be explained? Which campaign issues will ultimately have played the greatest role? And what will follow – both for Moldova and the EU?

The event "The Morning After - Moldova has voted" will take place on Monday, 29 September 2025, from 09:30 to 10:15 (CEST) via Zoom. We look forward to discussing the topics above with Dr Brigitta Triebel, Head of the KAS Office Moldova in Chișinău. After the conversation between Dr Triebel and Dr Beatrice Gorawantschy, Head of the KAS Europe Office in Brussels, the audience will have the opportunity to ask their own questions. The event will be held in German, with simultaneous translation into English. We would be pleased to have you with us!
