Decentralization in Lebanon

A Benchmark Study and the Way Forward

The Konrad-Adenauer-Stiftung and the Democratic Renewal Movement published a policy paper on “Decentralization in Lebanon: A Benchmark Study and the Way Forward”.

The political life in Lebanon is characterized by vertical divisions that revolve around identity and especially confessional identity. The divisions have been deepening in the past years due to the regional upheaval after the “Arab Spring” and the sectarian turn that the conflicts in Syria and Iraq have taken. To preserve civil peace in Lebanon, then move into sustainable stability and rule of law, there is a need to decrease the intensity of identity-related conflicts and reposition the political life into a healthy debate on ideas, programs, rights and duties.

The paper defines the concept of decentralization and outlines the various forms it can take. Existing proposals around decentralization are reviewed and to what extent they improve the quality of governance, democratic representation, development and public service delivery. It explores how e-government proposals made by Lebanese stakeholders and international best practices will affect the concepts and measures associated with decentralization. At the end key recommendations are issued to further explore the concept and create the right environment for a sound implementation in Lebanon’s context.
